Ok so I misinterpreted the bad judge rule for this situation. But this should help clear up what I mean when 3 bands could potentially make it to state from this area

Just an FYI, I'm more than confident the bad judge rule will take into effect at this competition resulting in 3 bands going to state. In case you dont know, if two music judges and one visual judge gives a band a 3rd place or better placement, then that band automatically advances to state regardless of their overall placement. Unless the judges are incredibly inconsistent, I believe there will be 3 bands advancing from this area.
