What does an electronic pre-show fall under in the timing guidelines? Does it count as setting up or is it counted as performance time?

Pretty sure bands start their pre show with about 1 minute to go in the setting up time of 5 minutes. And it just transitions into the 8 minutes of performance time.

Yeah I've seen it done both ways.  The way our band INTENDS it, is the former.  The electronic pre-show is timed to consume the final minute or so of the setup time, and then the first real instrument entry should occur right as it switches over to the 8 minutes.  Nothing in the pre-show is supposed to be judged.

I've also seen the 2 minute post-show timer occasionally not run at all, at both Region and Area.  At State I assume it's running but I'm always so focused moving props and equipment off the field, I never even look for the timers at State.

Yeah the post show timer seems to be a common issue/afterthought. The last time I actually was present when a band got a penalty from a post show 2 minute run off was in like 2017. Since then, I often see the timer not start, or start super late.

The chance of rain should decrease Saturday afternoon, so holding finals shouldnโ€™t be an issue unless bands are backed up from earlier in the day.

Looking at computer forecast models, this doesnโ€™t look like a heavy rain situation, so hopefully the contest will go off with a hitch.  
 

Question - Will the finals be divided into bottom 5 / top 5 groupings?

I believe UIL is starting the top half bottom half system for the first time in finals

Yup, they did it for our 5A Area competition last weekend.  And I didn't recall them doing it before, so it makes sense if this is the first year.

If they started the 8 min clock immediately when music started, they were doing it wrong.

For all UIL comps, every band should get 5-8-2 on the clock, no matter when they start playing. Anything that takes place before the 8 min clock is (theoretically) not judged. Playing beyond the 8 min clock should result in DQ, as well as not being clear of the field by the end of the 2 min.

One situation where I can see the 8 min clock starting immediately up the start of play is if the competition is running behind and the band's director has okayed the 8 min clock to start immediately.

Your last point is my exact thought as well, itโ€™s the only time Iโ€™ve ever seen a clock start like that. But who knows. All of the shows Iโ€™ve been part of had pre-shows with us playing and they have never started early with the eight minutes.
