I can assure no such rule exists. Newman Smith was 5A in 08 and moved down to 4A and got 7th in Honor Band and 6th in State Marching. Quote

You are absolutely correct. TMEA Honor Band has a rule against consecutive champions, but UIL Marching does not. http://www.tmea.org/060_Band/hbrules.html Quote 4. It's hard to say because there are sooo many good bands in that area '06 was my last state year with Leander. We were first alternate, and even in '04 we were second alternate to state. I don't march with them anymore but I'd really love to see them make it to state after so many close calls... Quote
